Program access and barrier removal modifications can be prioritized. It doesn't have to be done as soon as it is requested. To assist with that, the APS Prioritization Tool was developed to prioritize installations of APS.

Maximum extent feasible and technically infeasible are terms used and explained (to some extent) in DOJ ADA final rule. Basically, it means you need to meet the new construction guidelines if possible, when modifying facilities. However, in existing intersections, there may be barriers to meeting new construction guidelines. We'll talk more about installation issues in module E.
