Right turn overlap is when right turning cars are given a green arrow at the same time that left turning cars on the cross street are given a green arrow. As shown in the illustration, there is no conflict with other vehicles. For pedestrians who are blind, the sound of the either the right turning or left turning (depending on which crossing the pedestrian is making) could lead them to think that it's the start of the pedestrian phase. If they began crossing on either crosswalk, they would be in conflict with both right turning vehicles and left turning vehicles on their protected turns.
